# Failed Deliveries, Japan Post

## At a glance

> Count of Japan Post consignments in the last 7 days that hit a hard delivery failure: undeliverable, refused, or exhausted their redelivery / storage window without reaching the customer. Unlike a single absence (fuzai) notice, which often resolves on redelivery, these are the attempts that did not recover. The alert fires when failures exceed 2 percent of total shipments.

## What it tracks

The card counts consignments whose Japan Post tracking history (追跡サービス) ends in a hard-failure status rather than a delivered scan: addressee refused, address undeliverable, prohibited-item detained, or repeated absence (fuzai) attempts that ran past the holding window and could not be completed. It is the hard-failure subset of [Exception Rate](/nerve-centre/kpi-cards/japan-post/exception-rate): an exception is any diversion from the normal path, a failed delivery is one that never recovered. Most of these parcels go on to [Returned to Sender](/nerve-centre/kpi-cards/japan-post/returned-to-sender), and the damaged or lost ones feed [Open Claims](/nerve-centre/kpi-cards/japan-post/open-claims). The dominant Japanese driver is unresolved fuzai, so the upstream fix is the same as for exceptions: push delivery-time-slot selection, convenience-store pickup (コンビニ受取), and locker (はこぽす) options at checkout, plus tighten address validation to cut the undeliverable tail. The `>2% of total` alert on a 7-day window makes this sensitive enough to catch a bad lane or a data-quality regression quickly.

## Reconciling against the source

Cross-check flagged consignments against their final status in the Japan Post Tracking Service and your despatch records; allow for tracking-event ingestion latency (depot scans batch with a delay, rural depots can lag longer) and note scan timestamps are in JST.
